For the purpose of forming favorable conditions for the development of interaction with the EAEU and as the first step to institutionalize cooperation, it has become a practice in the EEC to conclude memoranda of cooperation. In fact, a platform is being created for comprehensive assistance in the development of trade and economic cooperation, as well as the identification and elimination of barriers to trade.
To date, major efforts have been made to implement the EAEU international agenda. Broad cooperation in the format of memoranda of cooperation is established with the governments of Bangladesh, Jordan, Indonesia, Cambodia, Cuba, Morocco, Moldova, Mongolia, Peru, Singapore, Thailand, the Faroe Islands and Chile, as well as with the Andean Community, the Association of South East Asian Nations (ASEAN), the African Union, the Pacific Alliance, the Latin American Economic System (SELA) and the Southern Common Market (MERCOSUR).
The EEC interacts with the Government of Greece in the format of a joint declaration (more details in the Directions of International Cooperation tab).
The EEC is exploring the possibility to conclude memoranda with the governments of a number of states showing interest in a closer and systematic interaction; the conclusion of a memorandum with the Shanghai Cooperation Organization is on the horizon.
Memoranda imply the creation of a working group, regular consultations and joint activities between the EAEU Member States and partner states for discussing a wide range of issues referred to the EEC competence (such as customs tariff and non-tariff regulation, customs regulation, technical regulation, mutual trade in services and investments, macroeconomics, transport and logistics, industry, agricultural sector, statistics, energy policy, information technologies, functioning of the internal market, labor migration, intellectual property and much more). Moreover, joint cooperation plans are adopted in accordance with the mutual interest of partner states under the existing memoranda, while keeping in mind the interest of the states' business community.
Comprehensive trade and economic cooperation is ongoing with the Executive Committee of the Commonwealth of Independent States (CIS); the approved 2019-2020 Action Plan to implement the Memorandum on Deepening Cooperation between the EEC and the CIS Executive Committee was implemented.
Thus, contacts with the leadership of foreign states and joint working groups are maintained on a systematic basis. Sectoral dialogues involving the business community have been launched with a number of countries. Interaction in a memorandum format creates the conditions for intensifying direct contacts between business representatives of the EAEU Member States and partner states.
