If all cars were self-driven and there was a system that allowed them to exchange information, negotiate decisions, etc with all cars in proximity, that would be the ultimate vision safety-wise. I expect that we'll live to see that day. Removing the human factor would be removing the biggest problem.
On the other hand, making this mandatory would also be the wet-dream of most governments. In the name of safety, they could have access to so much information... Just knowing how many passengers the car is carrying, what's the weight of each passenger, and, of course, a history of the coordinates, would open insane possibilities, not all of them good.
