I don't believe it was the case that anyone was "shocked" about elliptic curve being broken by quantum computers; that was well understood long before NSA's Suite B announcement or Koblitz's paper.
Please read my edited comment again, people were shocked not by the fact of quantum attack of elliptic curve, but by
