Ah, yes - the two operating systems - Linux and Windows. There are no other OSes.
This feels more like clickbait than anything else, unless we're to believe that Windows developers, Windows sysadmins and gamers don't already know these things.
To be honest, I think the point of the article is to list some of the reason way Linux is not for average users. And they talk about Windows since it's the most used desktop OS.
Hopefully one day Linux would be the goto desktop OS.
I've barely used Windows but I understand that things are signed so when a user installs a package it's signed and they need to be an administrator to install it.
