I get the impression that a lot of police forces are "offense" minded, and they are pushing for these kinds of measures. So they want way to break into systems and intercept communications.
On the other hand civilians are more "defense" minded, because they're not allowed to attack in the first place. So their preferred M.O. is to protect systems and encrypt communications.
A lot of governments apparently don't have as large/as influentual defense minded departments or units, else we wouldn't keep seeing this topic coming back.
