I think we will see local municipalities providing DNS resolvers similar to the other public utilities like the water supply and waste management. Cell phone service is provided by the US government for qualifying individuals. Internet access is a human right. So it follows that public resolvers will be provided by your local government. I read a book about the cyber defense benefits of DNS as a public utility in 2022 and it made some solid arguments in favor of this low cost, high value service. On mobile now and can’t find a link. I’ll update later if I can find it

If most of the public are already using public resolvers, why is DNS not a public utility?
