I believe the reason being, accurate high resistance components were difficult to make for decades, so you’d be working with 10 ohm resistors for your dividers to have sufficient control of the reference voltage.
Although suddenly I wonder why you wouldn’t just use four of them for 40 ohms, or eight for 80 ohms…
