I'm not sure what to think of this scenario. If the autonomous vehicle did indeed have a pedestrian launched in front of it, and it aggressively braked, but still hit her...that may have been the best it could do.
And then, as it for it staying on top of her leg, not much it could do there either. Moving forward or backward could have been worse, depending on how she might have been entangled. That particular part of the scenario has no reasonable human-like option. A current day robot can't look under the car and make a good decision about what to do.
Note that I'm not saying it's all okay. Just saying I'm not sure there's any short-term fix for that sequence of events.
