Instead, I have to use Settings > System > Recovery > Advanced startup in Windows, and after rebooting, choose Troubleshoot > Advanced options > UEFI Firmware Settings to access the BIOS.

You can reboot into uefi directly using console command. Don't remember exactly syntax from the top of my head, but it's trivial to find it online

I think it's `systemctl reboot --firmware-setup`

And in Windows it's `shutdown /r /fw`.

I think you can also hold the key pressed while it's powering on
