a List of Lots, and parts of Lots, in the City of Richmond, Returned Delinquent for Non-payment of City Taxes, for the year 1860, which said Lots, or parts of Lots, will be sold in front of the City Hall, on the first day of the next February Term of the Hustings Court of the City of Richmond, between the hours of 12 noon and 4 o'clock in the afternoon, unless there be previously paid the Taxes thereon, together with twenty per cent, for additional charges:
