--The Pederal General Hunter has issued a proclamation declaring all the slaves in Florida, Georgia, and South Carolina, free. It appears from recent news that the attempt to enlist negroes as volunteers has proved a complete failure. The emancipation of the slaves in. In the above States is professedly based on the idea that martial law and slavery in a froe country are incompatible. Negro stealing has all along been one of the chief features of the war, so far as the Yankees are concerned, the professions of their journals to the contrary notwithstanding.
