Rising.

--The river had just begun on Saturday to show the effect of the melting of the late heavy deposit of snow. At the time mentioned Shockoe creek had risen ten or more feet, and was rapidly increasing. Many of the smaller islands in the river are entirely submerged, while the swift and swollen current of the "noble James" courses its way eastward with angry vehemence. For several weeks past owing to the bad weather, the hydrant water has been nearly until for use.
