Congressional summary.

In the House, the bill reported from the Committee of Ways and Means, fixing the manner in which the taxes under the recent Tax bill shall be collected was taken up, and the Senate amendments for the most part agreed to. The Senate amendment, fixing the pay of at $0 per day, was amended by substituting $3. The following previous was appended to the bill:

"In no valuation of credit, under the provisions of this act, shall any credit upon which the holder will and his willingness to receive Confederate notes in payment, be valued at a higher rate."

A bill reported from the Committee of Ways and Means, to declare the meaning and extend the provisions of an act to create the pay of certain officers and employees of the Executive, and Legislative Departments, was acted upon, and, after some amendments, agreed to — ayes 42, nays 17.

The same committee reported with an amendment, Senate bill to authorize the of 8 per cent bonds or certificates of stock in certain . The amendment is as follows: ‘"The Secretary of the Treasury shall be authorized to issue like bonds to any person who shall have actually paid money into the hand of an agent of the Treasury for the purchase of 8 per cent bonds under the one hundred million prior to the 30th February, 1863."’ The amendment was agreed to.

From the same committees a bill was reported and passed for the relief of agents of the Government who have received counterfeit notes.

The House then went into Committee of the Whole, and tuck up for consideration the bill reports from the Committee of Ways and Means, making appropriations for the support of the Government, from the 1st of July to the 31st of December 1863, but without complaining the bill Committee rise and the House took a recess till 8 o'clock.

In the evening the House again resolved itself into Committee of the Whole, (the Curry in the chair,) and resumed the consideration of the appropriation bill. The bill as it finally passed the House, does not vary materially in its appropriations from the deletion as submitted from the second departments. The vote on the passage of the bill, after the Committee rose, was honor by ayes and noes, and resulted — ayes 55, noes 5.

A Senate bill referred to the Military Committee to amend an act to regulate by officers of the army was to , with a recommendation that is to referred to the Committee on the Judiciary.
