--Yesterday, William Bain, a dissipated looking vagabond, from Newcastle, Delaware, was arraigned before the Mayor for drunkenness, having applied at the cage Sunday night for lodgings, while in an intoxicated condition. Under the previsions of a recent ordinance for ridding the city of idle and vicious persons, the Mayor sent Bain to jail, intending at an early day to place him en route for home.
