The St. Louis Republican says:‘"Until recently, white men — men of nerve and sinew, and who hoped to better their condition in the world by a few years of toil — were the recipients of good wages and were in comfortable circumstances. Now, the influx of runaway negroes, in defiance of the law, is unsettling everything."’ The French dispatch steamer Renaudin, from New York, has arrived off the port of Charleston, and sent a boat to the city on Saturday, last. The steamer Gen. Ciluch went down to her on Sunday and brought up a passenger, and some baggage marked "M. Lenen." It is proposed to name Union county, Ga., Forrest, in compliment to Gen Forrest, who saved Rome a few days ago. The Treasury notes funded in eight percent bonds, at Montgomery, Ala, has reached $80,000,000.
